"The Humane Society of Central Texas has asked us to take in as many dogs as we can from the Waco City Shelter, since Waco is just south of West. This will give the city shelter more space to house and care for animals that have been displaced by the explosion. We are honored to help the West community in any way that we can," said Sandi Laird, animal care director of Operation Kindness.

Operation Kindness is making room for the transferred animals through the generosity of its foster partners.

"The more space we have, the more animals we can take on from Waco and West," said Peggy Marshall, interim executive director for Operation Kindness. "Operation Kindness is calling on its foster families to help relieve the overcrowding in our shelter, so we can make room to help with the West tragedy."

Currently, West is considered a HAZMAT zone, and as such, people cannot pickup stray dogs, cats or livestock until the government deems it safe.

The FAA recently issued a statement saying it is in the process of studying the issue, and has a tentative timeline to when allowances may be forthcoming.

In March, the FAA raised some hopes that it could be loosening rules on electronic devices by state that it would "explore ways to bring together all of the key stakeholders involved."

Smartphones and tablet computers are now common in the passenger cabin, and pilots are using iPads in the cockpit itself. However, passengers still have to shut off electronic devices when the plane is below 10,000 feet due to worries that signals that are emitted may interfere with cockpit electronics.

While the FAA has no direct ban on devices, it stated that airlines are held to allowing only devices that have been proven through testing not to interfere with electronics of the plane. Due to the fact that there are thousands of electronic devices on the market, and new ones coming out almost every month, there is no feasible way to allow the bulk of electronics to be used on planes under 10,000 feet.

The FAA is currently forming the committee that will study the issue for six months, after which it will make pointed recommendations on the issue. The FAA often utilizes such Aviation Rulemaking Committees when it is set to consider changes to existing rule sets. Deliberation can lasts months or years, depending on the severity and scope of the proposed changes.

The committee will contain members of electronic companies, airplane makers, pilots and flight attendants, and passenger associations. The FAA will be asking for public input as well.

The FAA released a written statement on the issue, as Acting FAA Administrator Michael Huerta stated the agency wants "information to help airlines "decide if they can allow more widespread use of electronic devices in today's aircraft."

In the case before the BGH, the claimant brought claims against a freight forwarding company for the loss of the commodities that were to be transported. The commodities should have been delivered by a third party contractor of the transporting company. However, in the course of the various transport routes, the property is said to have gone missing and it can no longer be determined where this occurred.

According to the opinion of the BGH, "carelessness" as defined by the Commercial Code first of all requires a very serious breach of duties. Such a breach has occurred inter alia, if the freight carrier blatantly disregards the contractual partner's security interests.

The equally necessary requirement for awareness of the occurrence of possible damage would not, according to the view of the BGH, be fulfilled merely by the presence of the characteristic of carelessness. Moreover, the content and circumstances of this careless behaviour are to be considered. In particular, the principles derived from experiences and the typical course of events should be taken into account.

In the present case, the Court took these principles for granted. Thus, the BGH commented that if the company organisation of the freight carrier does not consistently provide for the control of incoming and outgoing goods when handling the freight, the allegation of "carelessness" is ultimately justified.

Bankrate's monthly Financial Security Index found that nearly half of workers didn't notice the increase. Yet, the payroll tax hike will still take a toll on retirement savings. The report found that 3% of workers plan to compensate for the tax increase by contributing less to their retirement savings.

A 3% decrease in retirement contributions may not be cause for worry, except that retirement savings figures in the United States are already dismal. A 2012 study by the Employee Benefit Research Institute found that 30% of respondents had less than $1000 in their retirement savings and only 14% of Americans are confident that they will have enough money saved for retirement.

The good news is that the public's financial security levels are increasing. Bankrate found that 28% of people feel their financial situation is better today than a year ago, compared to 22% of people who feel their situation is worse off.

With the global recession still in swing though, it is unlikely that the average worker will take steps to increase retirement savings. For people worried about financial security, a Roth IRA may be a good retirement savings vehicle. According to Self Directed Roth IRA, unlike other retirement funds, a Roth IRA can be used as a rainy-day fund.
